A long-term pedestrianization project for a section of Bernard Avenue was selected by the City of Montréal as part of its Programme d’implantation des rues piétonnes et partagées (shared and pedestrian streets program, known by its French acronym PIRPP). The aim of this program is to test new configurations for public roads with an eye to increasing space reserved for pedestrians and cyclists.

The preferred approach is to introduce transitional installations on Bernard in the first year (2021). The installations and the level of citizen satisfaction will be evaluated in order to improve the Bernard Avenue project in the second year (2022), with a view to implementing permanent changes in the third year (2023).

The transitional measures for 2021 will be undertaken on the sections located between Wiseman and Bloomfield avenues and will have two designs, i.e., complete pedestrianization from May to November (except at the intersections of Outremont and Champagneur avenues) followed by a partial reduction of the roadway during the winter.

    The vision for Bernard Avenue is to reinforce the ambience of a European town square and to highlight the character of the space.

    This vision is achieved by integrating emblematic elements within the space, interspersing the site with movable seating in the style of Parisian gardens, and adding entertaining elements, all to create a multifunctional lifestyle hub that reinforces the character of Bernard Avenue.

    In addition to testing new street configurations and designs with the public, the PIRPP includes a participatory process with local residents and customers of Bernard Avenue businesses.

    The development concept, which will be implemented gradually until June 28, 2021, is the culmination of an analysis of the results of the 2020 pedestrianization survey and numerous discussions with the Bernard Avenue business community.
