Montréal awards a Major Construction Contract to begin the First Phase of the Saint Catherine West Project
On Thursday, December 13, the Executive Committee approved the award of a major contract to Eurovia Québec Grands Projets Inc. to rebuild the underground infrastructures of Saint Catherine St. West, between Boulevard Robert-Bourassa and Rue De Bleury, heralding the restarting of work on the commercial artery in January 2019.
This work is part of the first phase of the redevelopment project and includes the rebuilding of a combined sewer system, a primary and a secondary water main, a high-pressure water main and the construction of temporary bitumen pavement and sidewalks over a distance of roughly 450 metres. The work has been divided into two packages which must begin simultaneously. The Western package, located between Boulevard Robert-Bourassa and Rue Saint-Alexandre, must be completed within a maximum of ten months, while the Eastern package, located between Rue Saint-Alexandre and Rue De Bleury, is to take a maximum of six months.

To maximize our chances of obtaining high quality tenders at a fair cost, we used an alternative means of award rather than selecting the lowest compliant bidder. The recommendation to award was based on a system of weighting and evaluation of tenders that takes into account not only the price submitted but also the work schedules. In addition to this alternative system, a bidder experience clause was included in the call for tenders to ensure that the successful tenderer has the required skills and know-how to carry out this major project.
The first phase of redeveloping Saint Catherine Street West, including Phillips Square and Place Frère-André, will be completed in 2021. The project provides for wider sidewalks, a single lane of traffic allowing delivery to businesses through unloading zones, an intensive greening, distinctive street furniture, a whole new LED lighting system and free WiFi. Phase 2 of the project, taking place between Mansfield and Atwater, is planned to start in 2022. Redevelopment of McGill College Avenue to create a new, unique and vibrant public square constitutes phase 3 of the project and will begin in 2021.
Throughout the project, XP MTL will be creating unique, eclectic programming to energize the downtown core. Other measures have also been put in place to minimize the impact of the work on merchants, such as PR@M Sainte-Catherine and a merchant assistance program.
