The Commission sur le développement économique et urbain et l’habitation consulted the business environment and Montrealers on the proposed Montréal Roadmap for a circular economy.


The project sets out strategic directions and priorities, as well as five main sector value chains on which the city plans to act. The process is part of the city’s efforts to provide a picture of the current situation and develop possible solutions to support or accelerate the circular transition of the metropolitan economy.


All interested parties were invited to participate in the consultation. The consultation was targeted mainly to actors in Montréal’s business ecosystem such as enterprises (industries, businesses, services, social economy enterprises, non-profit organizations), support and coaching organizations in the business community, research institutions and the different levels of government. Other stakeholders such as the population and community organizations were also invited to share their opinions.


The Commission's recommendations were adopted at a public meeting held on August 28, 2023. They will be tabled at the September 2023 meetings of the Montreal City Council and Agglomeration Council.

    What is a circular economy?

    A circular economy is defined as “A production, exchange and consumption system aiming to optimize resource use in every stage in the life cycle of a product or service through a circular approach, reduce the environmental footprint and contribute to the well-being of individuals and communities”.     Why develop a circular economy roadmap for Montréal?

    Montréal has set ambitious environmental objectives, such as becoming a zero waste city by 2030 or achieving carbon neutrality by 2050. To meet these goals, the city must challenge the current linear economic model (extract – produce – consume – throw away). The circular economy is based on a virtuous circle model which aims to reduce the environmental footprint of our activities while meeting our society’s socioeconomic development objectives. The Montréal roadmap for a circular economy will help to further mobilize, equip and support the ecosystem to ensure that everyone, enterprises in particular, can play a role in the transition.


    Who is responsible for developing and implementing Montréal’s roadmap for a circular economy?

    The city’s Service du développement économique (SDE) is in charge of the project. Through its mission, it contributes to stimulating the urban agglomeration’s economic growth, by using an approach based on sustainability, innovation and inclusion. To do so, the SDE collaborates with partners in the business ecosystem, to guide and support enterprises in all phases of their development.


    Who is the roadmap intended to serve?

    Based on an economic development approach, the roadmap is targeted primarily to Montréal’s business ecosystem. In particular, the roadmap is aimed at the broader business community (industries, businesses, services, social economy enterprises and non-profit organizations), support and coaching organizations in the business community and research institutions (universities, college technology transfer centres, research centres, etc.).


    How will responses to the public consultation be used? What comes next?

    Following the consultation and after the committee submits its recommendations, the SDE will expand Montréal’s proposed roadmap for a circular economy. The final version will include an initial action plan to provide guidance for implementing a circular economy over the coming years. The action plan will outline the measures needed to achieve the vision and the allocated resources.
